Don't forget to close rundll32.
Click the Options button to select which Engine components you want to install. (Optional) Click the Browse button to change the install path. Click the Unreal Engine tab inside the Epic Games Launcher, then click the Install Engine button. Now try to launch the game again, it must work. Now that you've signed in to the Epic Games Launcher, you're ready to install Unreal Engine. Close wartimes.exe but don't touch rundll32.exe (it's a Windows app for running old apps from 32-bit operational systems, most old games running through rundll32.exe).
If it didn't help - open Task Manager (Ctrl+Alt+Del by default) and check for processes wartimes.exe and rundll32.exe. If the game doesn't run - right click on wartimes.exe - Properties - Compatibility - Set Run this app in compatibility mode with Windows XP, then run again You can either install the app from Google PlayStore inside the emulator or download Top War: Battle Game APK file and open the APK file with the emulator or drag the file into the emulator window to install Top War: Battle Game for PC. a limited number of skirmish modes, updates and new features.
